Just curious... why are the Hanford schools omitted from the County team, while Lemoore is included?

Just curious... why are the Hanford schools omitted from the County team, while Lemoore is included?

To add to that point, it has always made me curious that there are a few schools that get into both the Tulare County and the Fresno County games. Dinuba and Lemoore come to mind specifically.
