When did D4 turn into D3?

3 of the top 4 teams were moved down from D3 to D4. Porterville at one point in recent history was in D2. I'll argue until I'm blue in the face that this constant shuffling of teams helps nothing but does hurt the consistent middle of the road teams that get lucky every few years with a talented team.

Kingsburg is a perfect example of CIF meddling. They won back to back D3 championships in 2010 and 11 then were bumped up to D2. They were obviously a great program because the 3 years they were up at D2 they made it to the second round of playoffs every year. Those three years they were 9-3, 10-2 and 6-6. So why did they go back to D3? Because they didn't come in to D2 and win a championship? Now I'll admit that D3 is probably where they belong but this yo-yo affect of Division placement is ridiculous and I'll keep saying it I suppose until the CIF hears the loud pop of them pulling their heads out!
