I believe Chavez has a winning record over D3 South who are leauge champs 8-2 D3 West 6-3 D3 Highland... Thats more impressive then Delano 2-7, Mission Oak 3-6, Mt. Whitney 4-5 and El Diamante 4-5

In actuality, the system for ranking could be successful if used only as a tie breaker/end game ranking tool. The issue is that it is being used as the #1 option. Like you said, this leaves the door open for all sorts of bias, both intentional and unintentional.
