Basketball rules

This has me perplexed.

If all teams are to abide by CIF rules when it comes to quarter length (how long a quarter is) why is it that some associations don't abide by that?

For example, CIF rules state that quarter lengths are 7 for freshmen, 7 for JV and 8 for varsity. How is it that the Kern association doesn't abide by it and does what they want? Quarter lengths are 6 for freshmen under that association.

In the bay area they play 8 minutes all levels.

That seems like a good rule to have, make it universal.

No thank you. I am much more in favor of lower levels playing less than the 8 minute quarters. I am sure it is wonderful to have 15+ freshmen playing on a team and to give them all the minutes possible on the court during games, but it has not been my experience to witness lower levels with this many players. D1, D2 schools, maybe that is the norm, but certainly not so at the lower enrollment schools. As a result, when you have 10 or less on a freshmen squad, not all 10 of those players are consistently walking, talking, and dribbling simultaneously; there are usually about 2, maybe 3, players on the squad that do that. More work is accomplished in practice than playing more minutes in a "competitive" basketball game.
